I didn’t get it when Mitt Romney said it. I now learn that Mark Shields apparently originated it. And it was repeated this morning on “Meet the Press” by Robert Novak. And I still don’t know what the hell it means.
Novak, with a self-satisfied smirk:
Think of Bill Clinton as the president’s husband, all alone in the White House every day with nothing to do. Now that is something that I think worries people.
OK. What the hell does that mean?

I suppose it’s a way of alluding to the Clinton scandals without getting into details — without the presidency to occupy his time, who knows what mischief Clinton will get into?
It’s gibberish but aimed at the gut, not the head so sense doesn’t matter.
